The Antillican's believe in a Pagan-like druid religion, where there is a massive pantheon of gods, but very few have revealed themselves. The patron god of Antillica is Rek'tuk, who claimed the lands as an infant. The Antillicans believe that while a god does not like to feed on death, the spilling of blood lets them grow
Rek'tuk has grown from hundreds of years of sacrifice, and is now the most powerful god of the pantheon, his wife, San'tuk, is the god of natural things. It is believed that the sun is the eye of Rek'tuk, and the moon is the eye of San'tuk, and that the couple take it in turns to watch the earth.
These beliefs are compiled into a religion call Tsain Druidism.
There is also Orthodox Tsainism, which, while believing in the same pantheon, believe the gods do not life to feed on pain, but on the prayers, and love, and happiness of the Orthodox Tsainites.
Recently, the Orthodox Tsainites have been accepted as the replacement of Druidic Tsainism. Druidic Tsainism is welcome to take place, but ritual sacrifices of humans are banned. If you have a hunting license, you can legally sacrifice unendangered animals.

I'm don't know a lot about Tsain Druidism, so I pray to Rek'tuk that it is only animals that get sacrificed.

Human sacrifice is punishable by death, but animal sacrifice is legal on unendangered species, if you have a hunting licence.

So...just the sacrifice of humans is banned then. In your description of Orthadox Tsainism you imply that all ritual sacrifice is banned.
